Development of the verification system (WP 2)

Objectives
- Definition and analysis of the operational criteria of the verification system.
- Definition of a protocols development methodology (generic).
- Definition and analysis of the operational criteria of the verification system.
- Development of protocols for the verification of selected technologies.
- Integration of regulator, developer, manufacturer, suppliers, service provider and applying industry needs into the ETV system development.
- Dissemination to and consultation of these stakeholders during the development process and after system set-up.
To reach the objectives, experiences made by usage verification systems world-wide will be investigated, including identification of critical success factors with special regards to air emission reduction technologies. The results of a study on the best concept for a European testing programme of environmental technologies, as carried out by IPTS (one of the consortium partners), will be incorporated in this activity, and intermediate results from similar projects: EURODEMO, TESTNET, and PROMOTE will be used by AIRTV. One goal is to provide the same basic framework for the verification systems in the different fields.
The structure of the verification and testing system together with the regulations for the verification and testing process will be presented to the Common Advisory Board of the project for revision. Hereafter, the definition and implementation of the verification and testing system will be discussed in the workshops with the stakeholder group because stakeholder participation during the design and dissemination phase are crucial points for the acceptance and success of an ETV system.

1st stakeholder workshop
Target areas: North & Eastern Europe
Objectives: Definition of stakeholder expectations related to an air ETV system (e.g. barriers, acceptable timeframe, cost range, complexity). Definition of technology implementation related requirements related to difficulties, R&D, standardization, legislation and complementary measures.
2nd stakeholder workshop
Target areas: South & Western Europe
Objectives: Definition of stakeholder expectations related to an air ETV system (e.g. barriers, acceptable timeframe, cost range, complexity). Definition of technology implementation related requirements related to difficulties, R&D, standardization, legislation and complementary measures.
3rd stakeholder workshop
Target areas: North & Eastern Europe
Objectives: Critical discussion of the verification procedure. Recommendations for ETV system improvement. Increasing awareness and acceptance for technology verification.
4th stakeholder workshop
Target areas: South & Western Europe
Objectives: Critical discussion of the verification procedure. Recommendations for ETV system improvement. Increasing awareness and acceptance for technology verification
